added package and class exclude lists from bytecode instrumentation due to poorly formed bytecode in jython

added ckjm metrics tool, modified bcel library so that we can work around ckjm incorrectly picking up files from the system class path, and mods to the agent for improved class reporting.

while we can force GC every X allocation, we cannot ensure that the heap report is given immediately after, nor is it accurate as a result of finalization being asynchronous

Set compliance, source and target platform default versions for eclipse compiler.  Save defaults for compliance, source and target platform before creation of a Java project and restore after the projects creation to undo side-effect change of the globla defaults. See item ID: 2968785
