[svn r666] tradebeans digest error on windows (country=de) due to locale. forcing locale to be consistent to eliminate character set issues

[svn r633] Added a description field to the size section of the .cnf file.   The description associated
with a particular size will be displayed when the -i is given and the -s size is specified.

For example the a size specification in a .cnf file would look like

  decription "Run a large number of transactions"
